N.E.A.C.A.

The North East Area Code Administration was developed after the Commonwealth of Pennsylvania mandated the UCC “Uniform Construction Code".   The department is administered by Mr. Fritzer Shunk, our Building Code Official.  The new department was set into motion to better serve the North East area by still giving easy access to obtaining a building permit and securing the necessary paperwork.

Some examples of things that need a permit are: structural alterations, additions, new homes, out buildings over 1000 square feet and all commercial construction.  Normal home maintenance projects like shingle replacement, siding and hot water tanks do not require a permit or inspection.  If you have any questions or concerns whether you need a permit, please call the Township Office at 725-8606 and ask for Fritzer Shunk, Building Code Official.

Installing A Fence

A.  Any fence over 6' high requires a building permit.

B.  Fences 6' or lower have the following requirements:

No permit required.

Fence, including any work below grade such as foundations for the fence, are to be completely within the limits of the property.  

No fence shall exceed a height of 3' in the applicable front yard setback.

Building a Deck

A.  If the deck you want to build is under 30" high. (from the ground to deck level)

Zoning Permit Application Required

Along with the above permit application. a site plan is needed to show the location of the deck relative to the property lines and the home.

B.  If the deck you want to build is over 30" high. (from the ground to deck level)

Zoning and Building Permit Application Required

Along with the above permit application, a site plan is required to show the location of the deck relative to the property lines and the home.

Also required are details of the deck itself.  Lumber sizes, railings, etc.

Points of interest:   

1.     Posts to be in the ground 48".  The holes will need to be inspected prior to setting the posts.

2.     Final framing of the deck will require inspection.

Accessory Building

Pole Barn/Sheds/Garages

A.  If the accessory building you want to build is under 1,000 sq.ft. (total usable space)

Zoning Permit Application Required   

Along with the above permit application, a site plan is required to show the location of the building relative to the property lines and the home.

Points of Interest:     

1.   No inspections are required of accessory buildings under 1,000 sq. ft.


B.  If the accessory building you want to build is over 1,000 sq. ft. (total usable space)

Along with the above permit application, a site plan is required to show the location of the accessory building relative to the property lines and the home
Also needed are the details of the building such as construction plans, designs loads, etc.

Points of Interest:      

1.   Posts to be in the ground 48" for pole barn construction.  The holes will need to be inspected prior to setting the posts.     
2.   Other inspections required will be related to the individual building characteristics.  

Stormwater Management

Impervious Area as defined by the Ordinance - A surface that prevents the infiltration of water into the ground.  Impervious surface(or areas) include, but is not limited to; roofs, additional indoor living spaces, patios, garages, storage sheds and similar structures, parking or driveway areas, and any new streets and sidewalks.  Any surface areas proposed to initially be gravel or crushed stone shall be assumed to be impervious surfaces.

A.     If the New Impervious Area is between 0 and 1,000 sq. ft. there is nothing required from the Applicant.

B.     If the New Impervious Area is between 1,000 and 2,5000 sq. ft.

Small Stormwater Management Application Required

Points of Interest:     

1.   The surface areas are to be filled out and the front page signed. No further information required.
 

C.     If the New Impervious Area is between 2,5000 and 5,000 sq. ft.

Points of Interest:    

1.   The entire Small Project Application needs to be completed.

 

Rate Controls, Volume Controls, & SWM Site Plan Required

Points of Interest:     

1.   This would require the services of an engineer.

Notes:

1.   Single Family Residential activities are exempt from these requirements provided the construction has a building setback of 75' from downstream property lines.

Installing a Pool

A.  Above ground pools over 24" high:

Along with the above permit application, a site plan is needed to show the location of the pool relative to the property lines and the home.
 

Points of Interest:     

1.   There is one inspection required on pools over 24" high.
